Praise be to Allah, and peace and blessings be upon the Messenger of Allah. To proceed:
There is no harm in saying “May Allah’s Eye watch over you” if what is intended is a supplication asking Allah to protect, care for, and guard the person, and that the person be under His care, protection, and sight.
This meaning has a basis in the revealed texts, while affirming the Attribute of the Eye for Allah Almighty in a manner befitting Him, without likening it to the eyes of created beings and without asking how it is.
The intended meaning of this expression is not that Allah’s Eye is separate from Him and independently undertakes the act of protection. Rather, it is a supplication asking Allah for protection and care.
Thus, saying to someone:
“May Allah’s Eye watch over you”
is close in meaning to saying:
“May Allah protect and care for you,”
or:
“May Allah place you under His protection and care.”
This usage is connected to Quranic expressions in which the Eye is mentioned in contexts of care and protection.
Allah Almighty said to Musa, peace be upon him:
“And I bestowed upon you love from Me, so that you would be brought up under My Eye.”

Ibn Kathir transmitted from a number of the early generations explanations of Allah’s saying:

“For indeed, you are under Our Eyes”
does not mean that the Prophet ﷺ is inside Allah’s Eye.
Likewise, His statement concerning the Ark:
“Sailing under Our Eyes”
does not mean that it sails inside the Eye.
Rather, the meaning is that it sails under Allah’s care and protection and within His sight.
Likewise, His statement to Musa, peace be upon him:
“So that you would be brought up under My Eye,”
means that he would be under Allah’s sight, care, and protection.
According to what the fatwa establishes, the preceding texts include affirmation of the Attribute of the Eye for Allah Almighty, together with affirming the meanings indicated by these texts in their contexts, such as seeing, protection, and care.
However, affirming the Eye for Allah does not mean likening it to the eye of a human being or any other created being.
The principle regarding Allah’s Attributes is His saying:
“There is nothing like unto Him, and He is the All-Hearing, the All-Seeing.”
[Ash-Shura: 11]
Thus, we affirm what Allah has affirmed for Himself, while denying any likeness to creation and without discussing how His Attributes are.
The correct intended meaning of this expression is a supplication to Allah Almighty asking Him to take the person into His care and protection. It is not a supplication directed to the Attribute of the Eye as though it were something independent of Allah.
This distinction is important because Allah’s Attributes are not independent entities separate from Him that are invoked instead of Him.
Therefore, the expression should be understood according to its well-known Arabic meaning:
“May Allah care for you, protect you, and be your Guardian.”
Shaykh ‘Abd al-Rahman al-Barrak was asked about some colloquial expressions such as “Allah’s Eye be upon him.” He stated that its meaning is correct if what is intended is that Allah guard and protect him from anyone who wishes him harm, and that saying “May Allah’s Eye watch over you” is a supplication.
The expression is permissible with the meaning explained above. However, if there is concern that it may be misunderstood, more direct expressions are clearer, such as:
“May Allah protect you,”
“May Allah care for you,”
or:
“May Allah place you under His protection and care.”
This does not mean that the expression “May Allah’s Eye watch over you” is prohibited. Rather, clearer wording may be more appropriate when addressing someone who is unfamiliar with the meanings of the revealed texts concerning Allah’s Attributes.
It is permissible to say “May Allah’s Eye watch over you” as a supplication, provided that what is intended is that Allah protect and care for the person and that the person remain within His sight and under His care.
This meaning has a basis in Allah’s saying:
“So that you would be brought up under My Eye.”
[Ta-Ha: 39]
And His saying:
“For indeed, you are under Our Eyes.”
[At-Tur: 48]
