Praise be to Allah, and peace and blessings be upon the Messenger of Allah.
This verse does not mean that all created beings are equal in beauty or free from outward imperfections. Rather, it indicates the perfection of Allah's creation, His perfect wisdom, and that He created every creature in the form best suited to the purpose for which He created it.
What is meant by Allah's saying: "Who perfected everything which He created"?
The scholars of Tafsir mentioned two well-known interpretations:

How do we understand deformities or differences in beauty?
The existence of deformities or differences in physical beauty does not contradict this verse, because beauty is not limited to outward appearance. It also includes perfection, precision, and suitability for the purpose of creation.
Likewise, beauty exists in different degrees. What appears less beautiful to us may actually be more appropriate and more perfect for the role it was created to fulfill.
Human beings were not created like animals, animals were not created like birds, and every creature possesses characteristics that suit its role in this universe.
Could Allah have created creation in a better form?
Allah is capable of all things, but He never acts without wisdom. Everything He creates is according to His perfect wisdom.
The point is not that Allah was unable to create another form, but that the form He chose is the most perfect for achieving the wisdom He intended.
Thus, Allah created the angels in a manner different from human beings, and humans differently from the rest of creation. Each has a nature that suits its assigned role.
Therefore, perfection here means perfect suitability to divine wisdom, not that every creature should share the same appearance.
How do we understand the existence of evil and disease?
Everything Allah creates is within His knowledge and wisdom, including what we perceive as evil or suffering.
Illness, trials, hardships, and pain are not pure evil. Rather, they may lead to greater wisdom and benefit, such as:
Therefore, the evil found in certain creatures or events is only partial and relative, not absolute evil from every perspective. It exists within Allah's comprehensive wisdom.
Why is evil not attributed to Allah independently?
Allah is the Creator of everything, including what people describe as good and evil. However, evil is not attributed to Him independently or as a quality of praise, because all of His actions are based on perfect wisdom and justice.
The evil experienced by some creatures is evil only from a particular human perspective. As part of Allah's creation and decree, it falls within His perfect wisdom, even if that wisdom is sometimes hidden from us.
Conclusion
Allah's statement, "Who perfected everything which He created," means that He perfected the creation of every creature and fashioned each one in the form that best fulfills the wisdom for which it was created. Differences in beauty, diseases, and trials do not contradict this, because the intended perfection is the perfection of wisdom and precision, not merely physical appearance. Everything Allah decrees occurs according to His knowledge and perfect wisdom, even when some aspects of that wisdom remain hidden from His servants.
