Praise be to Allah, and may peace and blessings be upon the Messenger of Allah. To proceed:
Ahl al-Sunnah wa al-Jama‘ah agree that the Qur’an is the Speech of Allah, revealed and uncreated, and that claiming it is created is an innovation that contradicts the creed of the righteous predecessors.
Why is the Qur’an not included in the general meaning of the verse?
The Qur’an is the Speech of Allah, and Allah’s speech is one of His attributes. Allah’s attributes are uncreated because attributes belong to the one described by them. Just as Allah is uncreated, His attributes are likewise uncreated.
As for Allah’s statement:
“Allah is the Creator of all things.”
What is meant is all created things. Allah Himself and His attributes are not included in this.
What is the evidence for this?
Allah Almighty says:
“Unquestionably, His is the creation and the command.”
Al-A‘raf: 54.
Allah distinguished between creation and command. The Qur’an is from His command and is His Speech; it is not among His created things.
Furthermore, the word “all” in the Qur’an can sometimes refer to a general statement with exceptions rather than absolute universality. For example, Allah says concerning the Queen of Sheba:
“And she has been given of all things.”
This does not mean that she possessed everything that exists.
Conclusion
The verse “Allah is the Creator of all things” does not indicate that the Qur’an is created, because the Qur’an is the Speech of Allah, and His speech is one of His attributes, while Allah’s attributes are uncreated. The meaning of the verse is that Allah is the Creator of all created things, whereas Allah Himself and His attributes are not included in this general statement.
